Higher Education Law. Context of approval

The stage in which the Higher Education Law is sanctioned constitutes a moment of rupture in the history of the Argentine educational system, marked by the introduction of the New Right and the adoption of the recommendations of the economic, social, cultural and educational policy of the International Funding Agencies by the local ruling classes. In order to understand its meaning, we previously synthesized the university policy of the government presided over by Alfonsín that made it possible to recover democratic life and the autonomy of universities after the physical and ideological persecution of the Ivanissevich Mission and the coup d'état civic-military. From then onwards, the measures promoted by the Menem's government are gone through since his inauguration until the approval of the Higher Education Law, a rule that crystallized the transformation of the system and the university institutions from neoliberal and neoconservative conceptions. In this article we point to the need for an analysis of the effects of these guidelines on the internal life of institutions, to study the unresolved problems over the next decades and to discuss collectively, beyond slogans, what a high-quality university is and at the service of whom we propose such university.
